i have a 1983 cj7. my fuel pump quit working so i put a new one in and starts up fine but it seems to be stuck on high rpm. Which it never happens before i install the new fuel pump. I checked vacuum lines seems to be fine. I looked at my manual doesn't really say anything about high rpm.
Also i checked my throttle cable to see if something was obstructing my pedal or something else and seems to be fine as well. fuel pressure too much?? i am not getting any check light on even i don't have a code reader.

Have you checked the fuel pressure? I seem to remember that the Howell used a relatively low pressure pump. Also, is it possible that the regulator got some junk in it? I believe that you can read the code by turning the ignition switch on and off three times. Don't try to start it, just on and off and then leave it on after the third time. The CEL will flash any codes.
